Practice

Prior to establishing Richmond Canter Immigration Barristers, Paul practised as an immigration barrister at the Chambers of Lord Gifford QC, 1 Mitre Court Buildings.  He was called to the Bar in 1998 and has specialised in immigration law (personal and business), nationality and human rights law for over 12 years.

Paul's expertise covers both visa applications and immigration appeals involving the Points Based System, including Tier 1 (Investors, Entrepreneurs, Highly Skilled Workers and Post Study Workers), Tier 2 (Skilled Workers, Sportspersons, Ministers of Religion and Intra Company Transfer), Tier 4 (Students) and Tier 5 (Temporary Workers).  Paul also has extensive experience of representing applicants with claims raising issues relating to Marriage, Civil Partnership, Long Residence, Dependent Relatives, Children, Human Rights and Discretionary Leave to Remain.  His field of expertise also covers EU free movement legislation, the Ankara Agreement, Immigration Detention, Deportation, Illegal Working and British citizenship. 

Paul appears frequently before the First-tier Tribunal (Immigration & Asylum Chamber) and Upper Tribunal and regularly undertakes immigration-related judicial reviews and appeals to the Court of Appeal.  He also has experience of litigation before the European Court of Human Rights.

Paul is an Adjudicator for the Legal Services Commission's Specialist Immigration Funding Review Committee and a member of the Immigration Law Practitioners Association (ILPA).  He has worked extensively overseas, including in Azerbaijan, Gambia, Kazakhstan, Kenya, Kyrgyzstan, Laos, Montenegro, Russia, Serbia and Turkey.

Paul accepts instructions from solicitors, OISC approved representatives, businesses and individuals on a direct access basis.

International Experience

Paul is recognised internationally as an expert on the rule of law.   He is regularly engaged by non-governmental, governmental and inter-governmental organisations to train judges and lawyers on international fair trial standards, conduct trial observation and justice sector needs assessments missions,  and assist in litigation before international courts and tribunals.

Paul has been commissioned as an independent expert by the following international organisations: United Nations, OSCE, European Commission, Council of Europe, UK Foreign & Commonwealth Office, International Commission of Jurists, International Legal Assistance Consortium, International Bar Association, International Foundation for the Protection of Human Rights Defenders, European Human Rights Advocacy Centre, American Bar Association, Swedish Helsinki Committee for Human Rights, Belgrade Centre for Human Rights, the Kurdish Human Rights Project and the AIRE Centre.
